Independent examination at a decision point
Investigators and professional decision-makers may need to understand the strength of a digital inference before a charging decision, an internal finding or further investigative work. The question is what the evidence supports, regardless of who commissioned the original report.
An independent review can test the link between a recorded event and a proposed explanation, identify gaps in acquisition coverage or determine which further examination would resolve uncertainty. It is not an assurance that a preferred conclusion will be confirmed.
Illustrative scenario: a conclusion without its source
An automated export describes a file as accessed. The decision depends on whether a person intentionally opened it. A useful review identifies the underlying artefact, how the export decoded it and the circumstances that could generate the record. The source may support a narrower conclusion than the display label suggests.
